I know this might sound silly, but you can add your local nursing and ask them for help. I had something similar with a context of limited mobility, a few years before my mother when I lived in Scotland.
I could not find any useful information on the website of the HSE, good. But have you tried to Age Action Ireland? You could have facts and figures to hand - it would certainly know in their interest.
